Student Sponsorship: tightened Basic Compliance Assessment metrics and new RAG rating now live

On 1 June 2026, the Home Office formally introduced its long-anticipated changes to the Basic Compliance Assessment (BCA) in Student Sponsor Guidance - Student Sponsor Compliance, with tightened metrics and a new Red–Amber–Green (RAG) rating system now in force. This marks a significant shift in how Student Sponsors’ compliance is assessed across the UK.

The changes follow the publication of the Immigration White Paper on 12 May, which set out proposals to strengthen compliance requirements for Student Sponsors. The White Paper confirmed that BCA thresholds would be tightened, reducing the refusal rate to 5% and increasing course enrolment and completion thresholds to 95% and 90% respectively. The concept of a RAG rating was also outlined in the White Paper, though the operational detail - particularly regarding the Amber threshold – was not included. 

A year of advocacy and engagement 

Since these proposals first emerged, UKCISA has led an extensive programme of engagement with members to measure the impact on Student sponsors and international students. This included multiple callouts to member institutions, feedback to which informed UKCISA’s representations to the Home Office. The aim has always been to ensure that the operational realities faced by sponsors and consequences for institutions and students were clearly understood by government.  

This collective evidence enabled UKCISA to present an ongoing, detailed and robust response to government, alongside other sector bodies. However, it is concerning and disappointing that the published guidance has not taken account of the sector’s understandable and grave concerns about the implementation of this policy.

UKCISA’s continued role 

Throughout this process, UKCISA has remained focused on representing the collective voice of members and advocating for a changing system that is fair, proportionate, and grounded in operational realities. This work reflects our broader mission to support international students and those that work with them. 

With the new metrics and RAG rating system now live, UKCISA will continue to work closely with members, including UKCISA’s Immigration Compliance Network (ICN) to understand how these changes are operating in practice.   

The next phase will be vital in measuring the impact of this tightening policy, the impact on staff and institutions, and the impact on students in all stages of their student journey, from point of application through to graduation.
