Russell Group Students' Unions and UKCISA launch landmark report on international students' experience in parliament

A comprehensive new student-led report – representing the voices of almost 5,000 international students at Russell Group universities reveals significant visa, work and mental health challenges faced by international students, alongside the positive contributions they make to campus life and the UK economy.
The Russell Group Students’ Unions (RGSU), in collaboration with the UK Council for International Student Affairs (UKCISA), today launches the RGSU International Students Report at Parliament, sponsored by the All-Party Parliamentary Group (APPG) for International Students.
The report, unveiled at the APPG event, draws on survey responses from almost 5,000 international students across Russell Group universities, which educate around 40% of all international students in the UK, plus insights from a dozen focus groups. This makes it one of the most comprehensive studies to date of international students’ experiences in the UK.
The findings show an in-depth picture of international student life at UK universities. On one hand, many students report struggling with complex visa processes, high costs, and impacts on their mental well-being. On the other hand, they highlight strong friendship networks, a sense of belonging on campus, and pride in the cultural and academic contributions they bring.
With these findings, student leaders are calling for action to address the issues highlighted within the report, while amplifying what the government and universities have got right.
The report makes a number of recommendations for both government and universities, from easing overly strict work restrictions and freezing visa costs, to improving mental health and pastoral support, to ensure the UK remains a welcoming and top study destination for years to come.
“International students contribute billions to our economy and are important members of our campuses and communities, yet too often their worth is still viewed in narrow terms,” said Bakhtawar Javed, International Officer at Bristol Students' Union, speaking on behalf of Russell Group Students’ Unions.
“This report makes clear that while these students bring so much to the UK, they also face unnecessary hurdles. We need common-sense reforms to policies like visa rules and work limits to remove those hurdles. We’re ready to work in partnership with the Government to implement changes that ensure every international student feels truly welcome and supported.”
Bakhtawar went on to say, “In light of the Immigration White Paper published on Monday, RGSU and UKCISA are keen to work proactively with the Government to ensure that proposed changes do not negatively impact international student experiences. We look forward to engaging constructively to ensure any future immigration legislation supports the UK’s continued global competitiveness as a top study destination and addresses the concerns highlighted by students in this report.”
Anne Marie Graham, the Chief Executive for UKCISA (UK Council for International Student Affairs) who partnered with RGSU also welcomed the report, saying “UKCISA is proud to support the Russell Group Students' Unions (RGSU) in their ongoing efforts to understand and enhance the experiences of international students in the UK. International students make huge contributions to campus life and are valued members of our communities.
“While the vast majority of students say they feel safe and welcome in the UK, it’s concerning to see that this is not the universal experience. Our universities will continue to strive to make sure our campuses are positive spaces for students from all over the world. This includes providing dedicated networks and support staff, and practical assistance such as hardship funds and accommodation support.
“We want to ensure international students are able to thrive in their studies and make the most of their university experience. We understand that recent changes to immigration policy may cause uncertainty, and we’re continuing to urge government to support international students with a visa system that is stable, welcoming and affordable”.
