Will I pay the 'home' or 'overseas' fee?
The education departments of the UK Government, the Scottish Executive, the Welsh Assembly Government and the Northern Ireland Assembly decide which categories of student must be charged the lower, 'home' fee. There are many different categories of 'home' fee payer, and the regulations can be quite complicated. We have produced a summary of these regulations for you.

Can I become a 'home' fee payer?
It is possible to become a 'home' fee payer, even if you started your course as an 'overseas' fee payer. In all cases (see list below), you must meet any residence conditions at the start of your course. You might be able to change fee status if, for example, you become:
- an EU national or the family member of an EU national
- an EEA or Swiss migrant worker or the family member of such a person
- a refugee or person with Humanitarian Protection or Discretionary Leave
- the child of a Swiss national
- the child of a Turkish worker in the UK
Living in the UK for three years does not, on its own, mean that you will become eligible for 'home' fees. Find out more from Tuition fees: will I pay the 'home' or the 'overseas' rate?
How much will the 'overseas' fee for my course be?
Overseas fees can range from £4,000 to £18,000 per year, depending on the institution, the level of course and the type of course. Universities UK publish an annual survey of average tuition fees at UK universities (fees at further education colleges are often lower). For details of specific fees for a course at a particular institution, check their website or prospectus. Always check what additional charges and costs are not included in the fee as these will vary by institution and course.
I'm the child of a Turkish worker in the UK. Can I get a refund of my 2006/07 fees?
If you are the child of a Turkish worker in the UK and you have started your course as an overseas fee payer, you might now qualify to be reassessed as a home fee payer for the academic year 2007-2008 onwards. You might also be entitled to a refund of some of your fees, to the level of a home fee payer, for the academic year 2006-2007. If you are studying a course of higher education and you meet all the requirements below, you should contact your university to check if you should now be a home fee payer and if you qualify for a refund:
- you are studying at an institution in England or Northern Ireland
- you are the child of a Turkish national who is ordinarily resident in the UK and who is, or has been, lawfully employed in the UK
- you have been ordinarily resident in the European Economic Area, Switzerland and/or Turkey for the three-year period preceding the first day of the first academic year of your course.
